[OpenAPI] Support setting programming languange for a repository

需求说明

An additional parameter, which can set the programming language for a repository, is required for the OpenAPI of creating and updating a repository.

需求目的（解决什么痛点，带来什么收益）

We are managing more than two thousands repositories within openEuler community. Contributors are requesting for filtering or searching the repositories by language to find the ones he/she knows well for contribution.

Currently ci-bot is used for managing the settings of all repositories via OpenAPI, so here comes the requirement above. Thank you very much
